Since 2009, Mayor Daniel Zimmermann has overseen political developments in Monheim am Rhein; back then, he was the youngest mayor in North Rhine-Westphalia to take office. In 2014, he was re-elected with 95 per cent confidence. Zimmermann is a member of the local Peto party (www.peto.de), which he founded together with other fellow A-level graduates in 1998 in order to represent the interests of adolescents. 

When city council ruled to adopt a policy of low trade tax rates in March of 2012, this strategy garnered the support of all council fractions. Further tax cuts implemented from 2014, 2016, 2017 on as well as in 2018 are based on clear council majorities indicating that the successful Monheim tax strategy will continue to be upheld following future municipal elections.

Tax policy well received.

Monheim am Rhein’s innovative taxation policy has attracted attention around Germany. After all, unlike most other municipalities, the city has significantly reduced the burden on private households and companies in recent years: Since 2010, the collection rate for trade tax has been reduced from 435 to 250 points - the lowest collection rate in all of North Rhine-Westphalia!

Labour market

For years, Monheim am Rhein has developed into a highly dynamic, growing centre for business. Even before its innovative tax policy was introduced, a large number of companies relocated to the city between 2000 and 2010 creating approx. 1,000 additional jobs. Since then, the dynamic has continued unabated: Monheim am Rhein has successfully attracted a large number of new companies. Together with the developments at the existing companies, almost 7,000 additional jobs were created in Monheim am Rhein by mid-2022. Companies in Monheim am Rhein benefit from an ample supply of highly qualified professionals.

To ensure that the employees of tomorrow and beyond continue to be well trained and educated, the city is already investing in (early) childhood education. The Academy for Business Management (AFUM), which was founded in 2011, gives Monheim companies the opportunity to have their employees complete further training on a part-time basis within their immediate vicinity.

Retail

Since the business development department was founded, Monheim am Rhein has seen positive growth in its retail sector. This is also confirmed by the centrality index, which has risen from 62.6 per cent (1999) to 94.5 per cent (2019). For the future, the city management team has now set a goal of reaching a centrality index of 100 per cent.

The ongoing development of the city is particularly evident in Monheim’s downtown where consumers can find virtually everything they need right at their doorstep. The opening of the “Monheimer Tor” shopping centre, the arrival of Expert chain electronics store as well as the opening of a DIY superstore and a furniture shop both mark substantial improvements in the local supply of goods and services. And this pays off: retailers benefit from the high retail-relevant purchasing power in Monheim am Rhein. In seven out of nine city districts it is above the national average.

Settlement and demographic structure

With almost 44,000 inhabitants, Monheim am Rhein is a medium-sized city. The urban area covers 2,305 hectares and comprises the two city districts, Monheim and Baumberg. Approximately 570 hectares of urban space are used as residential, commercial and industrial space. At the same time, Monheim am Rhein offers a large portion of free space with more than half of the urban area attributed to agriculture, forests, other green space and water bodies.

The relatively small urban area exhibits a population density of 1,902 inhabitants per square kilometre. This figure puts Monheim am Rhein in 15th place among all 396 communities in North Rhine-Westphalia. The city’s administration has initiated a wide range of projects to counteract the forecast general decline in population - and they're paying off. The number of inhabitants in Monheim am Rhein has remained constant since 2009. The relatively small urban area poses a unique challenge in this context. Further growth beyond the current settlement area is limited by natural barriers such as the Rhine as well as various protected areas. As a result, “new” residential and commercial space is continually being revamped and made available for use, among other things, through the recycling of space. As a result, 400 new dwelling units and nearly 50,000 square metres of attractive commercial space will be created in the years to come.

Current projects.

Monheim am Rhein's newfound status as a sought-after investment location is clearly indicated by the recently completed and ongoing commercial projects as well as infrastructure improvements. These include, for example, the construction of office buildings, the construction of a business hotel and the expansion of the fibre-optic network within the entire urban area.

Fibre-optic network and Wi-Fi

In April 2015, the starting signal was given, and by the end of 2018 the target was already achieved. In just three and a half years, the municipal energy supplier MEGA laid a fibre optic network throughout the entire city. All private households and businesses can use extremely powerful Internet connections via this network. Thanks to transmission rates up to the Gbit/s range, everyone is optimally equipped for the digital age.

In addition, the city is continuing to expand its freely accessible Wi-Fi network. The aim is to supply the entire Monheim urban area with Wi-Fi. Currently, there are already over 400 Wi-Fi hotspots in the city area. In the coming years, this number will be successively increased until the entire city area is supplied.


Hotel with a view of the Rhine

The building complex belonging to the hotel project consists of two parts – the actual hotel itself with approx. 180 rooms and a connecting office building. The entire complex has a total gross floor area of approx. 10,000 square metres, approx. 3,800 square metres of which are in the office building. A restaurant as well as a large fitness and health studio are provided for hotel guests and locals.

Monheim health campus

The Monheim health campus is to be completed on the site of the former hospital on Alte Schulstraße in the months to come. Absolut Immobilien und Beteiligungs GmbH in Cologne creates seven residential and commercial buildings with three to five floors on the 6,000 square meter site, which will form a staggered ensemble of the health campus. Approximately 6,300 square meters of total living space will be created, which will be offset by around 2,100 square meters of ground-floor space for medical practices and other health care facilities. In addition, the area will have a basement covering almost the entire area. This will create around 120 underground parking spaces. Completion of the Monheim health campus is planned for summer 2021.


New retail district

In the heart of Monheim am Rhein - near the town hall and central bus station - an 18,000 square metre retail area is being created with high standards and diversity. In the years to come, the city is developing modern and attractive retail and gastronomy sites with a tailor-made branch mix of local specialist shops and selected chain stores.

In a first step, the so-called Rathauscenter will be gutted and converted from the end of the year. The new architecture will transform the previously inward-looking shopping centre into an open shopping district. Modern retail concepts will be given a state-of-the-art location here. And the creation of additional office space on up to four floors gives the property a viable urban contour. The shopping experience also benefits from new pathways and views: A spacious boulevard will connect the two central squares of the city centre. This will link the Eierplatz, with its southern location predestined for gastronomy and festivities, directly to the Rathausplatz and the bus station. The facades will get a facelift. Bright, large shop windows show the retail trade and whet the appetite for the next shopping tour. And all this is easily accessible - by public transport, bicycle or car. Around 600 parking spaces will be created, which can be used free of charge for up to three hours.


Office building BLUE 714

At the top of the representative water axis in the Rheinpark, the building duo with a 36-metre high tower and a flatter atrium building allows work with a view of the Rhine. In rental units from 250 square meters upwards, classic cell structures will be just as feasible as open-space solutions for New Work. Thanks to fast fibre-optic connections, the conditions for a Smart Commercial Building are in place. Office building Monheim V

The design of the Monheim V project envisages office use with a rental area of approximately 5,600 square metres. The third and fifth floors of the six-storey building are each offset by a few metres, creating generous outdoor terrace areas with a view of the Rhine. Construction work on the project is scheduled to start in 2020, and interested tenants should contact the municipal business development agency.
